Have you tried setting the group policies from a R2 DC or Windows 7 client instead of a Windows Server host? Or are you saying that IEM is greyed out in the older clients, too? The people maintaining group policy are not even able to keep up with the IE changes. When I make IE changes under preferences I end up getting hundreds of settings instead of the setting I want. I need a proxy exception list and nothing else. Instead I get what might be hundreds of settings. There are already hundreds of settings in group policy under the Administrative templates.
